The Government and the National Center of Historical Memory have been instructed, in particular, to determine the volume and sources of funding for the construction of a visual content storage center on the territory of the Gosfilmofond (State Film Fund). In addition, together with the Government of Leningrad Region and the Russian Military Historical Society (RMHS), it is necessary to consider the issue of creating a museum complex based on the materials of the scientific and educational project “Without a Limitation Period”. Also, with the involvement of the Talent and Success Foundation, it is essential to begin creating higher education and additional professional training programs on historical memory and implementing them at Sirius University.
The Presidential Administration and the Russian Ministry of Defense have been charged with submitting proposals for organizing a set of competitive events called “Family Lightning”, including sports, intellectual, and creative competitions for parents with children in all federal subjects of the Russian Federation.
Furthermore, the Ministry of Defense, together with the Russian Search Movement, Ministry of Education, Ministry of Science and Higher Education and the Russian Military Historical Society, are to develop a special program of introductory and memorial events at the sites of the Great Patriotic War battles and search expeditions for schoolchildren and students. At the same time, the Ministry of Education and the Ministry of Science and Higher Education should ensure the use of the obtained results in preparing the program of extracurricular activities "Conversations about the Important" and provide for the inclusion of an educational module about the participants of the Great Patriotic War in the programs.
Senior officials of the Russian regions are recommended to personally meet with veterans of the Great Patriotic War and, following these meetings, take measures aimed at addressing problems, in particular, to organize additional medical examination of war participants and provide them with necessary medicines. The executive bodies of the subjects of the Russian Federation, together with the Russian Military Historical Society, are to inventory the condition of memorials and monuments to the heroes and events of the Great Patriotic War, both mass graves and individual burials, in order to take the necessary measures for their improvement, repair and reconstruction.
